Often people complain to me that Councils are inconsistent. Their complaints relate to the perception and in some instances reality.
One of my simplest examples is Form 2 – the building consent application form. Why do we really need so many variations on the same form. Gosh, if we had an online consenting system then we would all be forced into one form whether we like it or not.
However, when you look how applicants fill in the form then you really see inconsistency. Individuals choose to fill in what they feel is necessary and claim parts (such as the “means of compliance”) are too hard. If the Council is lenient then they get away with it. If the Council is too hard then people complain.
So.. the end result is if one Council is permissive and one is strict there is inconsistency. So what would you like? More permission or more strictness? Pick one and if all 65 Councils hold the line that will result in consistency… You may not like which one is chosen…
