A simple set of questions for you to ponder:
I like that there is a set of rules to keep us safe. For example, the core principal of the Building Warrant of Fitness is sound. It is there to demonstrate that life safe systems have been checked annually and are in good working order.
I don’t like the policy tacking all over the place and unimplementable legislation – 1 March = restricted building work and the kick off of LBPs – days later 13 March the DIY Owners are exempt from using LBPs (with conditions)… In reality the DIY option will be unsuable the minute an owner pays for help on site.
What I would change… where to start?? One thing I would be is tougher and stick to it. The Act has enough rules in it to make it work (eg infringements, notices to fix etc). Its just not that customer friendly to do so. However, my history of parking tickets in certain cities would confirm that some divisions of Council have no problem with this:)
